EDITORIAL INTENT
It is the editorial intention for this monthly report to involve people in a lucid and technically competent discussion of UFO phenomenon. These reports will discuss the history of the phenomenon, UFO flight characteristics, the occupants, UFO physical effects, their propulsion methods, the technological and theoretical implications, and the social and spiritual implications of the phenomenon.

TIBETAN ACOUSTIC LEVITATION, GRAVITATIONAL MASS, AND FLYING SAUCERS Over the past couple of centuries western visitors to Tibet have reported witnessing a group of "musician" playing around a large stone. While watching the "musicians" standing in a 90 degree arc performing a musical piece, the stone floated off the ground, hovered, and slowly rotated in the air ( see Figure 1). When the stone was placed between the arc of musicians and a cliff face, the stone was raised to and placed on a cliff ledge ( see Figure 2). This sort of phenomenon has been reported elsewhere. For example, in the life readings given by the psychic medium Edgar Cayce, he refers to the priests in ancient Egypt using the singing rods to levitate and place large building stones / blocks into position. If you accept the reality of the Tibetan floating stone phenomenon, as I do, then we need to try to find a physics explanation for the phenomenon. If we take eyewitness reports at face value, then the stone is floating in air. From our normal understanding of Archimede's principle, for an object to float in a medium such as air the object must have an effectively lower or similar density as the air. What if each isotope of an atomic element had a gravitational mass and inertial mass that is equal except in a very narrow frequency range centered about some unique acoustic frequency for that isotope? This situation is illustrated in Figure 3. Implicit in my assumption about a fundamental acoustic oscillation frequency for each isotope is that the oscillation is sinusoidal in nature. As is well known the acoustic output of various musical instruments can be expressed to a very good approximation as the sum of a series of fundamental sinusoidal oscillations ( a Fourier series ). If the arc of the circle of Tibetan "musician" is generating all of the fundamental frequencies, or their harmonics, at adequate intensity for all of the elemental isotopes composing the stone, we can imagine the stone floating by the above postulated phenomena illustrated in Figure 3. But why does the stone in Figure 1 not keep floating up and away? Why does the stone slowly rotate? The answer to both of these questions is that the acoustic oscillations that enter the stone from the musician's side of the stone are attenuated as they propagate across the stone. The stone rises until it's increasing and effectively higher density at the top and back regions stop it. This effect is from the combined effect of acoustic attenuation in both the stone and the air, due to the increasing distance from the musicians as the stone rises which cause the effective average density of the stone to increase until it is equal to that of the air. The stone then slowly rotates because the back side is the heavier side, it sinks to the bottom, becomes lighter and is continually replaced by the back side material as the stone turns.
The situation illustrated in Figure 2 is explained by the same mechanism discussed above. Now, however, the cliff wall reflects back the sound waves to reinforce and strengthen the effect until the stone passes a critical elevation where the reflection sound from the cliff face becomes too weak and the stone settles to the ledge as shown in Figure 2.
If this proposed explanation for the Tibetan floating stone phenomena is correct, then it indicates the existence of a great secret about the true nature and substructure of atomic nucleons waiting to be discovered.
What are the practical uses of the phenomena? Here are a few examples:
1) Pumping fluid against gravity _ The California aqueduct system uses approximately 15 % of the electrical power consumption in the State of California. This power is used for the pumping of water against the gravitational potential increase associated with pumping water up hill. If the water in the pipes being raised to a higher elevation ( higher gravitational potential energy ) were acoustically oscillated at both the resonant sinusoidal frequencies for both hydrogen and oxygen, then only drag and kinetic energy losses would have to be overcome in pumping the water. This would save the majority of current power usage.
2) Bulk air transport _ The acoustic oscillation of bulk cargoes and the air frame would allow present aircraft to carry much heavier loads longer distances. This is because much less lift would be required to take off and stay aloft. Much lower lift implies much lower fuel consumption due to much lower flight velocities needed to attain needed lift.
3) Relatively easy access to space _ Easily the majority of fuel and therefore the weight of a currently used space launch vehicle is used to escape the earth's gravitational potential field and overcome atmospheric drag while obtaining orbital velocity. With the use of acoustic oscillation of the fuel and spacecraft frame, the following would be true:
a) Much less trust required for take off. This implies the use of smaller and lighter engines.
b) Much less fuel needed to overcome the earth's gravitational field potential energy.
c) Much more fuel available for space flight and transport in the vacuum of space.

What if all this speculation about the existence of acoustic frequencies that reduce effective gravitational mass is true? What implications might it have for UFO flight phenomenon? There are many reported cases of UFOs hovering near the ground or above trees where air turbulence was discernible from the kicking up of dust or the swirling motion of tree top leaves and branches. From indentation of landing gears upon various ground types, flying saucers / UFOs of thirty foot diameter seem to weigh from 5 to 20 tons. However, the amount of air flow and associated turbulence does not seem to be anywhere as large as would be associated with the required air flow for lift. This apparent discrepancy could be explained by acoustic reduction of the effective gravitational mass of the UFO frame and hull. Acoustic reduction of the effective gravitational mass could explain many of the humming and pure tone sounds associated with close encounters with UFOs while they are in a hovering or very slow flight mode.

THE NIGHT OF THE DAY THEY SENTENCED LIEUTENANT CALLEY
I was sitting at the bar of my local pub; the bartender was listening to the evening news. I, along with several other customers, heard the news that Lieutenant William Calley had been found guilty of and sentenced for the Melie massacre. Several of the guys at the bar with me were vocally upset with the court's decision and sentence. I was of the opinion that Calley was getting away with murder and so stated. A lively discussion broke out at that point. I found myself debating with five Vietnam veterans about the merits of the Calley case. After a few minutes of escalating emotional rhetoric I broke off the discussion with all but a reasonable guy I shall call Bob. We proceeded to discuss not only the Calley situation, but also the publicly non - spoken truths about the Vietnam war. It was very important to Bob to explain to me why he and the other vets thought Calley should be free. It was not that Calley was innocent, but that the Mielie massacre was not an isolated incident. The Meilie massacre was not the first nor the last. It was not Lieutenant Calley who ordered the helicopters with his men aboard to Meilie. Lieutenant Calley received his orders from Captain Medina and those orders came down from a chain of command ( a Major, a Colonel, a General, and the unofficial policy of the High Command. ). The fact of the matter was that mass murder was carried out over much of South Vietnam. It was initiated by and therefore condoned by the American military high command. Bob told me of one particular situation he found himself in during the war. He was stationed at a fire base which came under attack by the Vietcong. The Vietcong, composed of men, women, and children made human wave assaults against the fire base. As the front of the human wave was mowed down by automatic weapons fire, the following attackers who did not have guns picked up the guns of those who had fallen and moved forward. At one point in the battle / slaughter the Vietcong broke through their lines and hand to hand combat ensued. Bob and other men were in a machine gun dugout when a ten year old boy ran up and threw a basket into the dugout. When the basket hit, a very upset cobra emerged. Bob raised his M - 16 and killed the boy. When the battle ended our side had 50 % casualties and the Vietcong essentially 100 % casualties. Bob had found himself in a psychologically no - win situation. If he and his comrades wanted to live, they had to kill. They had to kill the people of the land they were suppose to be saving from the communists ( totalitarian socialists ). How do you sleep at night knowing that men, women, and children ( families ) hate you so much that they are effectively committing suicide to be rid of you and the corrupt government and corrupt class of people you are keeping in power. The simple fact was that over 80 % of the population lived in servitude as peasant farmers, just as the serfs / peasants of Europe lived. And communism sounded pretty good to them.
Bob found that he could not forget the ten year old he had killed in a moment of revenge and anger. He found himself waking up at night in a cold sweat seeing the little boy laying dead, nearly severed in two by the clip of M - 16 ammo he had used on him. Bob told me that after he returned from Vietnam, he had had himself committed three different times for depression and suicidal tendencies. He had not been able to forgive himself for all of the people he had killed. People he had killed in a cause he now knew was a lie. He knew Lieutenant Calley was just another pawn and victim of a war we had no legitimate reason for being in.
In the years since my conversation with Bob, I have come to believe he was right. :lieutenant Calley should not have been court marshaled. The people who should have been put on trial for war crimes were the American inner government officials who instigated the Bay of Tonkin incident, so as to have the U.S. Congress pass the Bay of Tonkin Resolution which gave President Johnson war powers in Vietnam. The same inner government officials had President Kennedy assassinated because he had decided to pull out of Vietnam.

THE INNER GOVERNMENT WRITER
A while back an article on cattle mutilation caught my eye. This article was in a popular national magazine. It was a very well written and persuasive article. If I had been ignorant of the UFO cattle mutilation phenomenon and if my family had not had personal knowledge of UFO cattle mutilations, I would have been convinced by the article that there was really nothing going on that could not be explained by natural phenomenon. As I read this article, I realized that the author was an inner government writer. I reflected on a story a friend told me some years ago about what happened to a friend of his, also an acquaintance of mine.
For the purposes of this article we will call the friend Michael. The story goes like this: When Michael graduated from Berkeley with a masters in Psychology, he went looking for a job. He had a real talent for writing. One day, while looking through a listing of government agency jobs, he noticed a listing with an intelligence agency for a technical writing position with a background in psychology preferred. He applied, was interviewed, and after passing through their security hoops, he was hired. He thought it was an ideal job. He would work at home. About once a month he would receive a packet of information including a position paper on a particular topic. His job was as a "free lance writer" to get that particular point of view into print in particular publications. Sometimes it would just be the publishing of a letter to the editor in a newspaper or magazine. Other times it would be an extensive magazine article, but in a particular magazine. He was required to study the psychology of the particular publication and the point of view of the publisher. He would then mold the article to this psychology and the position paper point of view so to get that point of view into print in that particular publication. As time progressed, Michael became more and more uneasy with what he was doing. He did not agree with many of the positions he was advocating. He began to realize just how extensively public opinion was being secretly manipulated and influenced. So the day came when he decided it was time to quit. He informed the agency that he was quitting. They said that they were very happy with his work and that he really should not quit. Well, Michael informed them that he did not believe in what he was doing and quit. A few weeks latter he was walking down a street in San Francisco when a car pulled up to the curb infront of him. One man got out of the front passager side and headed down the street in the same direction as Michael. As Michael came along side the car two men got out, one from each side of the back seat of the car and the first man turned around and closed on Michael. The three men grabbed him, subdued him and put him into the back seat of the car. The men then identified themselves as agency personnel and said they were taking him for a little drive. The little drive was to a state mental institution in the state of Montana. He was interred under a false name1 and put under heavy sedation. From then on he was under daily tranquilizer "medication". After about a month and a half he was able to convince a employee to smuggle a letter out. This letter was to an uncle who was also the state attorney general of a south western state. This uncle, along with another uncle who was a judge, went to the mental institution and informed the institution that they had one hour to have Michael checked out or they would find out promptly what a national scandal could do to the institution and its management. In forty five minutes Michael was at the front desk ready to leave.

Michael was returned to San Francisco. The agency contacted him and told him that he had better just keep his mouth closed. The last time my friend saw Michael he was carying a forty - five automatic pistol just in case he should be bothered by the agency.

1) After Dr. Martin Luther King was murdered the FBI questioned the people that were in the room next to where James Earl Ray was suppose to have shot Dr. King from. The woman who was in the next room would not identify James Earl Ray as the man in the next room, but instead described another man rushing out after the shooting. The man she described fit the description of the man James Earl Ray called Raul, who he said had set him up as the fall guy. When the woman would not change her story and identify James Earl Ray as the man she saw rushing out after the shooting, she was taken into custody by the FBI and put into a mental institution under another name, where she stayed for ten years, until attorney Mark Lain got her out.
